They installed these where I trained in the midle of my residency. The main purpose was to control scrub "shrinkage". The "old" scrubs we had stockpiled would no longer appropriate and we were forbidden to wear them. Each "account" had three pairs of scrubs and you had to turn a pair in to get a clean pair. The machine had a camera to make sure the srubs were returned. But the machine couldn't tell if you were returning a whole set or just the shirt or pants. So we quickly had replenished our "stash".
