Responsibility Wins Out in California: California will finally begin tracking HIV cases. It's about time. How can you mount a public health campaign against a disease if you don't track it? We could probably have done a much better job of containing the spread of HIV earlier if AIDS lobbying groups had been more concerned with the greater public good than protecting the reputations of the infected.
