My grasp of politics isn't particularly nuanced, but wouldn't the change from 1990 to 2006 also possibly reflect the political power of the time? In 1990, there was a more even split of Democrat/Republican power. In 2006, until the elections took place, the Republicans were firmly in charge. Many companies hedge their bets by donating to the party in power with a small minority devoted to the other one just in case. I see no reason why the AMA might not do the same.
